Paul B. Whitty has over 35 years of legal experience principally in land use planning and zoning matters in both public and private practice in handling a wide variety of matters including entitlements for large and small retail centers, residential subdivisions, cellular towers, office and warehouse developments, assisted living facilities and mixed-use developments.

As an Assistant Jefferson County Attorney Mr. Whitty has been legal counsel to the Louisville Metro Planning Commission, the Louisville Metro Board of Zoning Adjustment, the Louisville Metro Counsel, Metro Louisville Landmarks Commission and the Louisville Downtown Development Authority as well as the Louisville Metro Works Department in permitting telecommunications franchises. In his representation of Metro Louisville Mr. Whitty has also handled a variety of matters involving zoning moratoria, short term rentals, floodplain regulation, the Fair Housing Act, Religious Land Use and Institionalized Persons Act (“RLUIPA”) as well as serving on the Planning Commission Policies and Procedures Committee, the Cornerstone 2020 Comprehensive Plan Committee, the Louisville Metro Sign Regulation Committee and the Recovery Task Force Committee.

His community service activities include Board memberships for the Frazier History Museum, Scenic Kentucky, Spalding University, Prospect Latin School and the Society of Colonial Wars. A member of the 2007 class of Leadership Kentucky, Mr. Whitty has also been recognized in Best Lawyers in America, the 200 Best Lawyers in Louisville and Kentucky Super Lawyers and is AV Preeminent rated by Martindale-Hubbard.

Mr. Whitty holds a B.A. in History from Spalding University, a Masters Degree in Library Science from the University of Southern California as well as a J.D. from the University of Louisville. He is married with two children and four grandchildren.
